Bill is the former Chief Executive Officer and Chief Investment Officer of the NRRIT, where he managed +$30 billion of defined benefit assets on behalf of U.S. railway system employees. During his tenure, he led a comprehensive portfolio re-design that diversified assets across broad public and private market sectors and included rolling 3-year targets for alpha, risk, yield, and cost. Previously, Bill served as a Managing Director and Chief Operating Officer of Verizon Investment Management, a wholly-owned SEC-registered investment advisory subsidiary of Verizon Communications. Over a period of 10 years, Bill developed investment policy and directed investment activities for the company’s pension, life, health, savings, and affiliate benefit plans, with assets totaling $65 billion.
Bill has more than 25 years of capital markets experience, both on the investment side and as an issuer of debt and equity securities. Prior to joining the former GTE (which became Verizon), he served as vice president and treasurer of Cadbury Schweppes and as senior vice president and treasurer of Young & Rubicam. Bill holds an MBA in International Business from the Wharton School at the University of Pennsylvania and a BA in International Affairs from Lafayette College, where he has served as trustee. He serves on a number of investment advisory boards and as a director of a NYSE-listed public company.
